California Alternate Rates for Energy (CARE) 
Low-income customers that are enrolled in the CARE program receive a 30-35 percent discount on their electric and 20 percent discount on their natural gas bills. Check the website for income eligibility guidelines.To request an application form, please contact your utility company or check out their websites for more information. Medical Baseline Allowance
This program provides an increase in the baseline allowance, the amount of energy that is charged at the lowest possible rate. If someone in a household has multiple sclerosis, a life-threatening illness, is a paraplegic, quadriplegic, or requires regular use of life-support equipment, they may qualify for this additional allowance of electricity at the lower rate. Both the customer and their doctor must complete a Medical Baseline Application.

    Discounts on electric bills are available to customers who provide verification by a state-licensed physician that a full-time member of the household is a paraplegic, hemiplegic, quadriplegic, multiple sclerosis patient, neuromuscular patient, or scleroderma patient being treated for a life-threatening illness. An allowance is also available if a member of the household has a compromised immune system and has a state-licensed physician's certification that an additional heating and/or cooling allowance is medically necessary.

  • Medical Equipment Discount Rate (MED)
    To qualify for the $15 monthly MED Rate discount, a full-time resident of your household must have a medical requirement certified by a qualified health professional, which is defined as a licensed Doctor of Medicine, Osteopath, Nurse Practitioner, Family Nurse Practitioner, or Physician’s Assistant. The MED Rate covers:
    • In-home dialysis cycler
    • Electric wheelchair
    • Oxygen concentrator
    • Extraordinary heating or air-conditioning needs for people with conditions such as paraplegia, quadriplegia or multiple sclerosis.

  • Energy Assistance Program (EAP)
    Offers eligible residential low-income customers a 25% discount on their monthly energy costs.The low-income discount does not apply to the Utility Users Tax or any other applicable fees or taxes. It is applied only to the energy and customer charges.Customers who receive the low-income discount are not eligible to participate in AMP's EASE Program.Customers who qualify for both the low-income discount and the medical discount should apply for the low-income discount as it provides the most comprehensive benefits. Customers may not receive both discounts.
     
  • Project EASE
    Alameda Municipal Power's Project EASE (Energy Assistance Through Supportive Efforts) provides short-term emergency assistance to residential customers who are unable to pay their electric bill and/or are at risk of having their power turned off.
     
  • Medical Discount Program
    To reduce the impact of higher electricity costs resulting from operating critical health maintenance equipment, AMP offers a 10% medical discount (not including state or local taxes).

The Electric Assistance Program provides a one-time annual bill credit of $80.00 toward the electric portion of the Azusa Light & Water billing statement. Electric Assistance Program Eligibility:to apply for the Electric Assistance Program, applicants must meet the following conditions in order to qualify for the assistance program.

1)    The Azusa Light & Water account holder must dwell and claim the residential premise as a primary residence and must have an active utility account for a minimum of 6 months.
2)    Must meet the program income qualifications*.
3)    If there is a past due amount for the ALW account an Installment Agreement to amortize the past due balance must be submitted prior to the approval and issuance of the one-time bill credit.
4)    Complete the Electric Assistance Program Application and provide copies of most recent Tax Returns.

    More of your household's energy can be billed at the lowest rate if someone in your household has a qualified medical need that requires addition electric use. This program is available for those who require the use of life support equipment and for certain medical conditions.  A doctor's certification also will be required.
     
  • Military Family Relief Program
    This program provides assistance to military families, including a 180-day shut off protection for the family/dependents of military personnel. Extended payment terms also are available to assist military families due to the reduced income from a call to active duty military service. 
     
  • Energy Savings Assistance Program (ESAP)
    BVES is committed to helping its customers manage their energy use and save money. The Energy Savings Assistance Program (ESA), offered to income qualified customers, provides energy-saving improvements at no charge. Program Participants must live in a house, mobile home or apartment and must meet income guidelines.

Lifeline Program
Eligible customers are exempt from the monthly Customer Service Charge and the Utility Users Tax and receive reduced rates on their electric service. Eligibility:low-income senior citizens, low-income disabled customers, and customers on life support.

Burbank Utility Service Subsidy (Buss) Program
We understand that many households are struggling, and we want to help. The BUSS program offers an ongoing monthly 12% discount on electric service to income-qualified residents. Most participants will have an average savings of $90-180 per year on their electric bills.
 

City of Banning

Banning Electric Alternative Rate (B.E.A.R)
B.E.A.R is a program established by the City of Banning to assist qualified low-income city residents with their electric bill. The program is administered by the City of Banning and is funded by the state mandated Electric Public Benefits Charge. Upon approval, qualified applicants will be put on the Low Income Qualified Baseline Service rate, which will result in an annual discount of up to $380 on the electric portion of their utility bill.

  • Residential Low Income Assistance Program
    The City of Colton Electric Utility offers a Low Income Assistance Program for income qualified customers. The program will assist customers with adding additional kilowatt hours to the first tier level charges. To apply for the program, complete the Residential Low Income Assistance Program application and submit it with proof of income. You can print the application from the website or pick one up at the Information Desk at City Hall.
     
  • Medical Baseline Billing
    The program offers customers an increase to the amount of kilowatt hours in the first billing tier based on the medical equipment used to sustain their livelihood. To qualify, residents must complete one of the following applications and provide proof of medical need for the equipment from a physician. There is a separate application if the medical need is for air conditioning and/or heating. Medical baseline programs are active for one year. If your need extends for more than one year, you must re-apply each year.

City of Ukiah

  • Ukiah C.A.R.E.S
    The City of Ukiah has three different programs that help with financial assistance for energy bills to eligible households. Customers can call the Salvation Army office at 707-468-9577 to get pre-qualified over the phone. Applications are available on the website.
     
  • Senior Citizen Monthly Discount
    A credit of up to $40 is applied toward electric charges each month to eligible Senior households. The City of Ukiah utility bill must be in the Senior's name. The Senior must be 62 years of age or older to qualify. Eligibility is based on 200% of gross annual income of the current Federal Poverty Guidelines. The benefit shows as a credit on each monthly bill for a total savings of $480 each year.
     
  • Non-Senior Household Monthly Discount
    A credit of up to $30 is applied toward electric charges each month to eligible households. Eligibility is based on 200% of gross annual income of the current Federal Poverty Guidelines. The benefit shows as a credit on each monthly bill for a total savings of $360 each year.

Glendale Water & Power

  • Glendare Care
    Provides monthly electric bill discounts of $35 per month to eligible low-income customers. An application is available on the website.
     
  • GWP Guardian
    Customers who have household members using life saving medical equipment or are suffering from afflictions requiring special space conditioning may be eligible for a discount. The amount of the discount depends on the estimated electric usage of your doctor-prescribed equipment. An application is available on the website.
     
  • The Utility Users Tax Exemption (UUTE)
    The Utility Users Tax is charged to all users of electricity, water, gas, telephone, and cable services within the City of Glendale. The City offers two types of exemptions, senior and disabled exemptions. Please note proof of age and income are required. A legible photocopy of your birth certificate, valid CA driver's license, CA State ID, or similar government issued identification is required.

  • Senior Fixed Income Discount
    For those customers who are on fixed incomes below $45,000 annually and who are over 62 years of age, and do not qualify for any other discount, a discount of 5% shall apply to the electric bill.
     
  • Residential Medical Discount
    Residents who have qualifying medical conditions or regularly use life-support equipment can receive a 25% discount on monthly electric charges. Doctor certification is necessary. Qualifying medical conditions that require special heating and/or air conditioning in order to sustain the person’s life or prevent deterioration of the person’s medical condition include, but are not limited to: Paraplegic, Quadriplegic, Hemiplegic, and Multiple Sclerosis. Other medical conditions as determined by a physician may also qualify.

The Residential Energy Discount program provides a discount on a customer's electric bill and is available to income-qualified customers. Each month, the program gives a $10 discount on the Network Access Charge and 35% savings of the first 450 kilowatt hours (kWh) of electricity.  The City of Shasta Lake manages a comprehensive energy efficiency incentive program for residential & commercial customers focusing on peak load reduction and energy conservation. For residential customers, rebates are offered for the installation of various energy efficiency measures. For commercial customers, rebates are available for upgraded lighting, HVAC equipment, and in cases where an analysis is performed rebates can be offered for additional equipment that reduces energy use and/or demand.

Redding Electric Utility (REU), in partnership with the local Self Help Home Improvement Project (SHHIP), the California Department of Community Services and Development, developed the Residential Electrification Assistance Program (REAP.) REAP provides income-qualified costumes a direct installation of new electric appliances to replace old gas ones. REACH
A one-time energy-assistance program that is administered through the Salvation Army from 170 offices in northern and central California. Those who have experienced an uncontrollable or unforeseen hardship may receive an energy credit up to $200, credit amount based on the past due amount of the bill. REACH assistance may be available once within an 18-month period, but exceptions can be made for seniors, the physically challenged and the terminally ill. Eligibility is 200% of federal poverty guidelines.
